Sacramento City College (SCC) has submitted an application to be one of the first California community colleges to be designated as a Black Serving Institution (BSI), since SB 1348 was passed in September 2024.

The designation recognizes higher education institutions where at least 1,500 students or at least 10 percent of the student population identify as Black or African American. The goal is to address equity gaps through stated commitments and demonstrated actions.

In Fall 2024, SCC’s student population was comprised of 2,167 or 10.7 percent Black and African American students. In the 5-year period that the initial designation would be active, SCC strives to improve the course drop rate, course success rate and persistence rate.

Below are details of SCC’s application materials for BSI designation.
