Dear Community Members,
The Los Rios Community College District Board of Trustees has placed Measure H – Los Rios Community College District Job Training, Affordable Higher Education on the November 3, 2026, ballot for voters within the District's Sacramento and Yolo County School Facilities Improvement District 1.
As the cost of attending four-year universities continues to rise, our local community colleges provide an affordable pathway to university transfer, career training, and good-paying jobs. Measure H asks voters whether to authorize local funding to maintain affordable college and career-training facilities, prepare students, workers, and veterans for jobs, provide safe drinking, water and repair leaky roofs.
The measure is structured with no increase in current tax rates with average levies below $17 per $100,000.
Measure H also requires public disclosure of all spending and annual independent financial audits. No Measure H money can be taken by the State. By law, all Measure H money is required to stay local, and is solely used for our local community colleges.

2026 Election Information
- Election Day is Tuesday, November 3.
- Ballots arrive in the mail the week of October 5.
- Sacramento and Yolo County voters – look for Measure H on your ballot.
- Ballots must be postmarked (not just mailed) by Election Day and received by November 10 to be counted.
Postmarks are applied when mail is processed at a regional facility, which may occur several days after a ballot is placed in a mailbox or given to a letter carrier. To ensure your ballot is counted, vote early. If you wait until close to Election Day, return your ballot at an official drop box or polling location, or take it directly to a post office and request that it be postmarked immediately.

The Los Rios School Facilities Improvement District (SFID) 1 is a geographic area that includes Sacramento and Yolo counties, where the vast majority of Los Rios students and facilities are located. An SFID ensures that local funds stay local, benefiting the communities that rely most on our colleges. Only voters within the SFID vote on the measure, and bond proceeds must be used for facilities improvements within the SFID.
Does Measure H increase taxes?
No, Measure H is crafted to not increase current tax rates. The 2025-2026 cumulative rates were $20.80 per $100,000 of assessed valuation.
